War on dynasties seen until 2016

CITY OF SAN FERNANDO—Leaders of Movement Against Dynasties (MAD) said the group will continue to fight until 2016 for a law that would put flesh to a constitutional ban on political dynasties, encouraged by the rejection by voters of several members of powerful dynasties in the May 13 elections.

MAD chair Quintin San Diego said the best approach to ending political dynasties is still through a people’s initiative.

“The Supreme Court, for lack of an enabling law, has thrown out cases that asked the disqualification of some members of political dynasties,” he said.

“The incoming Congress still has many members [from] political clans. The way to go is still through the initiative petition,” he said.

A petition calling for the end to the succession of rulers from the same family was launched by the group in February at Baclaran Church. The target is 5.2 million signatures, the minimum requirement for people’s initiative-driven laws.

San Diego said while the Constitution explicitly prohibits political dynasties, no law in the last 25 years has been passed to make it operational.

In the absence of a law, he said MAD considers a family a political dynasty if two of its closely related members occupy national or local elective positions at the same time.

He said dynasties deny equal opportunity, control resources and worsen corruption and poverty in the country.

Dynasties, according to the Catholic Bishops’ Conference of the Philippines, “breed corruption and inhibit general access to political power.”

“[The existence of dynasties] restricts democracy,” San Diego said.

MAD said at least 18 political dynasties have been hurt by the “growing antidynasty sentiment.”

These, he said, include the Jalosjos family of Zamboanga; Angara family of Aurora; Reyes family of Isabela; Magsaysay and Gordon families of Zambales; Osmeña, Garcia and Gullas families of Cebu; Villafuerte family of Camarines Sur; Lazatin and Nepomuceno families of Angeles City; and the Aquinos of Tarlac.

In April, MAD took the campaign to La Union, the political base of the Ortegas, and Ilocos Sur, where the Singsons are dominant. However, members of these families still won.

Among the powerful clans now are the families of President Aquino and Vice President Jejomar Binay, said San Diego.

Historic town in Pampanga celebrates 243 years with a pageant

SANTA RITA, Pampanga—This 243-year-old town, known for its rich history and production of pinipig used by Magnolia Ice Cream in 2012, is celebrating its fiesta on May 22. Highlighting the fiesta was the Mutya and Lakan Ning Santa Rita 2013 on Monday night.

Celebrities and artists, including Brazilan-Japanese model and actor Daniel Matsunaga who was romantically involved with actress Heart Evangelista, acted as judges in the annual beauty contest known for its pomp and elegant costumes and performances since it was first organized by Mayor Yolanda Miranda-Pineda in 2008. The mayor is the wife of Pampanga Vice Governor-elect Dennis Pineda.

“They are very beautiful. They worked hard and they are all winners,” said Matsunaga shortly after 20-year-old Claudine Canlas of Barangay San Jose was crowned Miss Santa Rita 2013 at the jam-packed Freedom Park here.

Canlas, who also won the best in swimsuit and long gown awards, said, “I didn’t expect to win but I gave my best.”

She urged others not to give up on their dreams and “try again after failing.”

The Angeles University Foundation (AUF) Hotel and Restaurant Management graduate joined the same contest in 2011 but lost.

Canlas, who bested nine other contestants, said she joined the contest this year as preparation for her plan to join the Binibining Pilipinas beauty pageant.

Canlas won the hearts and approval of the judges, including model-beauty queen Venus Raj and Ruston Banal Jr. who just arrived from London, England, to receive the Sony World Photography 2013 third-place award, when she said, “I want to be remembered for loving and not being loved, because it makes one a better person.”

A common question asked the five finalists was what they wanted to be remembered by: For loving someone or being loved instead.

The other winners were Mary Joyce Bation of Santa Monica, first runner-up; Janette de la Cruz of San Isidro, second runner-up; Erika Marie Syhongpan of San Juan, third runner-up; and Jrel Reyes of San Basilio, fourth runner-up.

In her speech said in native Kapampangan, Pineda said, “We want to produce in Santa Rita people who are beautiful inside and out. Help me make our town beautiful, as well.”

Larry Tolentino, head of the committee, said, “Mayor Yolly is investing much of time, resources and efforts to produce winners among our constituents.”

In 2010 Ritz Azul became Miss Santa Rita and, in the same year, was the runaway Miss Pampanga. She is now an actress and print and television model.

Pineda’s effort also produced a runner-up winner in 2009 and a finalist in the Miss Pampanga pageant held last December during the province’s founding anniversary.

“As early as December, we began preparing for the contest. We even held seminars and workshops for the betterment of the pageant,” said Tolentino.

Jaymar Cruz of Barangay Becuran was adjudged Lakan Ning Santa Rita 2013. The other winners were Adrian Jan Go, first runner-up; Mark Justine Sotto, second runner-up; Jestoni de la Cruz, third runner-up; and Sherwin Balbuena, fourth runner-up.

Asked what she could say about Canlas, Miss Santa Rita 2012 Anne Marie Claire Sahagun said, “She is more beautiful than I.”

The other judges are Miss Philippines-Earth Glenifer Perido, Paul Reiner Lim, choreographer Reden Caluag, event organizer Alain Roman, scriptwriter Randy del Rosario and director Jay Luna.

Santa Rita, which used to be a part of Porac until it became an independent town in 1770, is host to Santa Rita of Casia Parish Church, one of the oldest churches in Pampanga frequently visited by devotees and local and international tourists. Several old houses in Barangays San Jose and nearby villages were used in popular television programs and films.

In September 2012 San Miguel Corp.’s Magnolia launched an ice cream brand “Best of Philippines” products made of duman or pinipig, a rare variety of rice produced in the town and in few parts of the country.

The fiesta is in honor of Santa Rita de Casia, also known as the saint of the impossible. A relic of the saint is kept in the church believed to be built around 1835.

Basketball coach elected as Pampanga 1st district rep

Multi-titled basketball coach and incumbent Vice Governor Joseller “Yeng” Guiao has been elected as the newest representative of the 1st district of Pampanga.
Guiao of the local Kambilan Party got 125,043 votes while lone rival Francis Nepomuceno of Nationalist People’s Coalition got 88,219 votes.

In an earlier interview, Guiao disclosed plans to push for the creation of a national stadium inside Clark Freeport, which he said, would be a big boost to the country’s sports program.

Prior to being a Vice Governor, Guiao also served as Board Member of the First District, which is composed of Magalang, and the cities of Angeles and Mabalacat.

20 positive of HIV in Pampanga

CLARK FREEPORT ZONE–A health official disclosed that there are 20 positive cases of full blown Human Immunodeficiency Virus (HIV) recorded in Pampanga for this year alone.

What’s even alarming is some of the victims are still working in various entertainment establishments in the province.
According to Dr. Verona Guevarra, Angeles City Reproductive and Health Wellness (RHW) head, the record showed a dramatic rise in HIV cases in the province.

The RHW chief did not specify how many were males or females among the victims nor their area where they work.
Some of the patients have gone home to their respective provinces, some are still working in the area and some got other sources of livelihood.

These are newly diagnosed victims, Guevarra said.
Guevarra said there were only four cases of the infection last year.

Guevarra explained that full blown HIV is just a step to Acquired Immune Deficiency Syndrome (AIDS).
To deter the disease from developing quickly, victims are advised to undergo CD4 count–a test in the blood if the patient needs to take anti- retroviral medicines.

She, however, clarified that the rise in the number of cases of the dreaded disease was due to the increase of victims who chose to have a medical check up, rigid screening conducted by the agency and the government’s intensive campaign.
Guevarra said all the victims are from the entertainment industry.

“We convinced [the victims] to undergo medical check-up because we promised to keep their identities confidential,” Guevarra said.
As of now, some non-government organizations, the government and the Department of Health are extending help to the victims.

The help comes in the form of free voluntary HIV counseling and testing service, community assemblies and forums to reduce stigma and building to improve sexually-transmitted infections and HIV services (HIV proficiency training), among others. ● Froilan E. Magtoto

2 shabu peddlers nabbed in Pampanga

CAMP OLIVAS, Pampanga–Two drug peddlers were arrested on Thursday in two separate police drug buy-bust operations in the cities of Angeles and Mabalacat.
Police identified the arrested suspects as Edelito Casayuran, 40, and resident of Barangay Dau, Mabalacat City and Dodiemir Cortez, 18, of Josefa Subdivion, Balibago, Angeles City.
Police said Casayuran was nabbed when he sold shabu to a police poseur buyer near his residence in Dau at about 3 p.m.
Confiscated from Casayuran were a piece of plastic sachet containing shabu and marked money used in the operation.
The suspect was brought to the Mabalacat City Police Station for investigation and proper disposition.
Cortez, on the other hand, was arrested after he sold shabu also to police poseur buyer in Barangay Ninoy Aquino, Angeles city around 6 p.m.
Recovered from Cortez were a piece of small sized heat sealed transparent plastic sachet containing shabu and the marked money. • (FEM)

DOT-3 urges hotels to join green awards

ANGELES CITY — The Department of Tourism in Central Luzon (DOT 3) encourages hotels across the region to join the “ASEAN Green Hotel Award.”
The ASEAN Green Hotel Award is a form of appreciation and recognition given to hotel industry players whose operations are based on environmentally-friendly principles and adopts energy conservation measure.
The search is open to all DOT-accredited accommodation stakeholders.
The award, given every two years by the Association of Southeast Asian Nations, will be given out during the ASEAN Tourism Forum 2014 in Malaysia.
The award system aims to improve awareness of those who run the hotel business against global warming; to improve the competitiveness of the hotel industry in gaining more guests; and to improve quality of service in ASEAN countries to support the move of the ASEAN to become a single tourism destination.
To qualify for the award, the major criteria and requirements stipulated for the awards are environmental policy and activities for hotel operation; use of green products; collaboration with the community and local organizations and human resource development.
Other requirements as agreed upon by the ASEAN National Tourism Organizations (NTOs) include solid waste management; energy efficiency; water efficiency; air quality management (indoor & outdoor); noise pollution control; wastewater treatment and management and toxic and chemical substance disposal management.
For DOT-accredited hotels in Central Luzon, their letter of intent to participate in the award system should be submitted on or before May 24 at the DOT 3 thru email at tourismregion3@gmail.com or at support@visitmyphilippines.com.
Interested stakeholders will undergo ocular inspection by a Green Audit Team for validation and compliance with the ASEAN Green Hotel Standards. ● Charlene A. Cayabyab

CL posts highest motorcycle-related injuries

ANGELES CITY–Central Luzon has recorded the highest number of motorcycle-related accidents, based on a report by the Department of Health.
Based on the DOH’s Online National Electronic Injury Surveillance System (ONEISS), a total of 13,883 motorcycle-related injury cases were recorded the last quarter of 2012, with data coming from 86 participating government and private hospitals.
Of this number, Central Luzon registered the highest injury occurrences with 19.3 percent followed by the National Capital Region with 14.8 percent and the Cordillera Administrative Region with 12.6 percent.
Based on the ONEISS report, more than half of the total reported injury cases occurred among the 20-59 years age group. Injuries among children aged 0-19 accounted for 34.7 percent of the total reported cases.
Among those injured, male to female ratio is almost 25:10. The DOH, however, noted that a 30:10 male to female ratio was observed at the 15-44 years age group.
On the other hand, the 65 years old and above group had a 9:10 male to female ratio.
For the last quarter of 2012, there were more injury cases reported on the month of October (39.2 percent), followed by November (39 percent), and December (21.1 percent).
The number one cause of reported injuries were transport/vehicular crash followed by assault/mauling, fall and contact with sharp objects.
Other reported causes of injuries were bites/stings, burns, gunshots, chemicals, hanging and drowning.
Most of the reported injuries occurred on the road (41.1 percent), home (26.3 percent), workplace (4 percent), and school (2.2 percent).
